In 1987, Family Resource Agency was awarded a grant by the local United Way to
open a shelter for victims of domestic violence. This program became known as
the Family Violence Program and the shelter portion became known as the Harbor
Safe House. The program became a “dual issue” program when funding was received
in 2000 to provide rape and sexual assault services in addition to the domestic
violence services. In April 2008, the Family Violence Program received funds
from the George R. Johnson Family Foundation that allowed the program to pay
off the mortgage on the Harbor Safe House. The Family Violence Program offers
services in Bradley County, TN and Polk County, TN.
